Good to know
The absence of a charge is inferred from: TfL's 'Pay to drive in London' page listing only the Congestion Charge, Blackwall and Silvertown tunnels charge, ULEZ, LEZ and the HGV safety permit; and TfL's Rotherhithe Tunnel page mentioning only size restrictions and fines. The tunnel is inside the ULEZ but outside the Congestion Charge zone.
